From incoming mail, I gather that it’s fairly normal to give the same paper several times, though certainly not for many years in a row.

As has been noted in some of the email, some people apparently like to try the same paper multiple times while incorporating revisions and do this up until the point when it’s ready for publication, then move on to another project. That certainly seems like a fair way to do it.
