Cairo is normally extremely safe for a city of this size, but at the moment it’s below average. There are scattered carjacking attempts, the robbery of everyone on a bus line I used to ride regularly, etc. There are plenty of tanks on the streets, but those guys don’t know how to do normal policing, of course.
The hope is that with the humane new Prime Minister installing a (presumably) humane Interior Minister, public confidence in law enforcement will rise enough to allow it to happen more comprehensively.
