why now?

Maybe I’m wrong, but I’m a bit perplexed at why the evacuation orders are being given now. If someone has small children, sure. But otherwise (knock on wood), I think the danger really peaked on Saturday or so.

With neighborhoods under control by citizens, the opposition apparently united, the army promising not to shoot, and the general mood of the interviews being one of calmness and civic engagement, this seems a bit late to evacuate. True, you never know what can happen at times like this. But why evacuate now, exactly?
